REACH Regulation (EC) No 1907/2006 concerning the Registration, Evaluation, Authorisation
and Restriction of Chemicals may, due to its scope and complexity, be the most ambitious
piece of European legislation to date. It governs chemical substances manufactured
in, or imported into the EU for specific use in quantities greater than a tonne
per year.
Within the flavour and fragrance industry, substances used in fragrance applications
and some flavour applications, namely those in cosmetics (oral care) and those in
tobacco will be affected.
The regulation is based on the precautionary principle which states that:
“Manufacturers, Importers and Downstream Users will not produce, use, or place on
the market items that adversely affect Human Health or the Environment.”
The regulation will have massive implications on the whole chemical supply chain
from raw material to finished product. As a legal requirement for companies in EU
member states, it is now up to those within the supply chain to assess their products
and business activities in order to meet REACH compliance – “No data, no market”
